if you have a Dynamic IP, it means your ISP (like Comcast) assigns it when you connect to the internet, rather then having one 24/7 that will never change (99.9% of the time). For example, mine is Dynamic so my IP (when I ain't connected to the internet) is something like 10.0.0.# but when you do connect you get an IP. Since my IP is Dynamic, the IP gets like leased I think and then when it expires I get a new IP and other people can use my old one.
