Fat +1 No offense to anyone who bought VIP mod at a low level, it's just that it takes a LOT longer to handle them and causes too many issues early on. Though I also believe it will get denied by the money standpoint, it's worth a shot. 74 hours is nowhere near that much xD

Neutral I don't remember running into you, but that can be a good and bad thing. You've listened to all the feedback except the 'beefing' your paragraphs, they barely meet the minimum however a couple sentences of each are filler. Though you meet the hour requirements, I'd recommend getting to know the community a bit more and reapplying in the future with no warns should be no problem for you
