Spilq can correct me if I’m wrong but I think he means at the time he made the decision not at the time where you submitted your application
he declined your application yesterday which means that’s when the time starts for when you can’t make your application until of course you can. he declined it on a Saturday which means you have to wait till next Saturday.

Now I ain't no expert But i'm pretty sure that aint even a week from the last one Unless he be 2 days ahead of us
