Suggestion - Change cash drop minimum to something a little below 1,000

Recently, the minimum /dropmoney amount was changed to $1,000. This makes it so things like HK45c or some of the buyable items of the f4 menu cannot be sold for
around the same price.

	Reasoning: [how would this benefit our server?]
It will allow new players to buy the cheap pistol, HK45c, for around $750 and allow donations to be made to hobos that are below $1,000. This is mostly for people
who don't really have much in game cash.
