Reasoning: In my opinion nearly every time a new person as soon as they reach level 9 they become a cop and ether starts MRDM people or MRDA

Being a cop is one of the most RP heavy and easy to get into jobs on the server. It's a job that can get new players hooked on the server and help teach them what DRP is all about. Giving newer players the opportunity to play as a cop gives them something to do other than running deliveries and getting raided by high level players.

Due to its heavy impact on the server, the police role should remain relatively easy to obtain for new players, especially because some players only visit darkrp servers to perform police roles. For the argument of False warrants and Mass RDM, I feel as though a single low-level police officer can't do much damage with his police-issued HK-USP, or all by himself during a warrant..False or otherwise.
(The cops that cause issues are typically higher level, so this change will not help us in that department.)
