I mean if it's clear they are massing, you see them massing, and or people are complaining/mentioning that they're massing it shouldn't be an problem to bring them to a roof to sort the issue out. Get evidence, ask their side, check logs, and either return or ban after you've cleared it up. I'd usually consider bringing them to a roof for something such as this and dealing with it then as a sit just not a formal one. Though if i'm in the wrong based on a higher correct me.
