Allow Hitman Payphone Placement

Description: Allow the hitmen class to be able to place down one payphone near their base
         Reasoning: Allowing hitmen to place down a payphone would allow them to get hits faster and get a whole lot more. making the classes more fun due to not having to wait so long for a hit to pop up. Adding in a payphone that directs to placing a hit would allow hitmen not have to wait for these long periods.

Player access to placing hits is a non-issue.
There are multiple payphones around the map for players to access the hits menu, in addition to the /placehit command which works globally.
This would overall be an unnecessary addition to the server, and would ultimately be a waste of time to implement.

If you are a bored hitman, you're free to introduce players to your services and the /placehit command via /advert on occasion.
