SV-98 and L115 Damage Increase

Description: Currently both the SV-98 and L115 do 100 base damage. Various factions, such as GRU and MARSOC, have snipers that do a base of 125 damage. 

Reasoning: Just asking that Vega and Ranger snipers are on par with that of other special forces factions.

+1. This will also allow Rangers to make use of the supressor given to us as it currently sets the damage at 95 which isn't viable for sniping in war.

+1 Makes use of SV-98 suppressor , also the 100 base damage on the SV-98 doesn't kill a prestiged player with a single bullet , instead it takes two
