Payroll Cooldown Reduction

Description: Currently the Payroll option in "!credits" has a 10-hour cooldown. Whilst this is understandable in servers like CityRP and DarkRP where in-game money actually means something, in MilitaryRP the in-game cash is used for Ammo, Prestige (infrequently) and buying stuff for bunks. Removing/Reducing the cooldown on this won't adversely affect the server as there's only a limited selection in what to do with the cash as it is.

Reasoning: This would be useful because it would help factions flesh out their bunks, using any spare credits they have to add $$$ to buy props. The cooldown, I believe, is used to limit the economy somewhat, however MilitaryRP has no real economy like DarkRP so there appears to be no negative results of a change, so why not allow people to gain the extra cash to add to their bunks or duel more often.
