No, he said it was still RDM but not to be a valid report unless reported by the victim of the RDM. Therefore, if you use this argument in a sit it is loopholing and that is the only rule you can be punished for.

Where did you get the idea it results in less visibility and performance issues? the fog isn't actually affecting the area rendered, it's right outside of it. Also, fog does not affect FPS you expert.

Like I said, it is meant to be as a file archive. When a page of Tryouts/Drills is filled out. That page will usualy get earesed in order to leave space for other tryouts/drills. This is meant to be like an evidence in case some problems pop up. Like somebody saying they have done marksman tryouts passed but didn t recive their whitelist, JLT doing tryouts but in the end there is nobody to whitelist them, etc.

No MP. The jail is being added to possibly be a spot to bring the kidnappee from the missions or even for kidnapped players. Another idea I heard from someone (can't remember who) is to put people there who are jailed by Diplomats (handcuffs or some sort of arresting system still needs to be added to the classes). They might be freed if someone griefs the button though.
