Dynamic lighting

Description: [description of what you are suggesting, one paragraph minimum] Day and night in DarkRP!  This change can add a more dynamic
mood around the map, giving it a bit more realism by introducing day and night cycles.  There would be no other change in this suggestion
other than a change of brightness around the map and maybe the reintroduction of the skybox, as the backgrounds for both the open ocean and
the ghetto have become stale without the buildings peeking over in the distance.  Anyways, the day and night cycles will have a set time,
not based on real time, just maybe an hour long day, and an hour long night.

	Reasoning: [how would this benefit our server?] This would benefit the server because it can bring about a few more rp situations
that would be otherwise unable to be accurately portrayed at night time, ie. night time burglars, night clubs, and most things that utilize
lights to set a mood.  In addition to this, it would just be a nice time being able to wander the streets at night, with the city lit up
like Vegas.

I've seen done this before and it's worked out exceptionally well and so I believe the server ought to give this suggestion a try!

Good idea, just not for this server. It's probably gonna generate unneeded lag and a bigger file size for something that ultimately won't change all too much.
