Then count it as a blackout base? Technically the rule says you have to be able to clearly know where you're going and where you're able to go. I'd say let every material be disallowed for fences except Wireframe. +1

-1 In my time on the server, every time I have seen materialized fences it was being abused. Even just wireframe will cause confusion during raids.
