I'd imagine most permabanned players are only going to have 1 permaban.

Unfortunately when someone gets unbanned, the original ban is overwritten and disappears, so there is only a max of 1 permaban possible on the list. I realized this today.

I don't believe this is why you're seeing only one listed. Aside from ban appeals, we have no public records for any bans prior to October 23rd, 2019 due to a global ban wipe on that date.

If you want to read more about it, here's the forum thread. But a basic rundown would be this: all users had their bans removed except under specific circumstances. The users who did keep their bans were banned through the ban file as opposed to through D3A, so unfortunately no public list.
